[Feature request] add a command to interactively add directory local variables

User might not remember the directory local variables format. I suggest this package can provide a command to create and insert directory local variables interactively for convinient.

This is a good idea. I'm open to contributions, but I'm too busy to add this feature for the foreseeable future.
