Quicklisp does not downloading or installing

Then the download speed drops to zero. Are there any problems with the servers or anything else? Are there any alternative ways (servers) to install?

Are you able to fetch that URL with CURL or wget or anything else? Quicklisp uses AWS cloudfront to serve files, so I would expect it to generally be pretty fast. But some parts of the world have intrusive firewalls - either at a national, regional, or organizational level (company or other institution) that interfere with downloads.
