Exlude certain resources from completion?

Should we exclude resources that will reasonably never be translated due to their size, i.e. changelog from our completion calculations, since it skews the %?

do you mean everything in whatsnew directory?

We (zh_TW team) did translate some whatsnew articles (ref) but they weren’t considered high‑priority. I'm fine to omit them when calculating the progress.
Btw I noticed that French team excludes old whatsnew (and also c-api) when printing the progress with their Makefile (ref).

Maybe we should stop tracking the total percentage completion at all, and switch to total words translated instead (and words translated last month)?

I do not mind the rest, they are tiny compared to the monster. They [What's New] can be excluded too if necessary, or maybe just the ones for EOL versions?
