request_list should work when this plugin is off

Right now if pennstate_pui_customizations is turned off but request_list is turned on, you can't scroll through collection inventories for some reason

I think this is mostly fixed with the new site design but will confirm this week. there is also some RL code in this plugin that should get moved over if we can

oh yeah never mind this is nowhere close to being fixed. it's probably because we made so many changes to the infinite scroller. it's fine for us but I should put something in the docs that says no one should use our branch of request_list on its own
