Add option to disable frame refresh for frame widgets

For real-time widgets that update through their own means of reloading data, having auto refresh is not ideal.

It would be a nice feature if there was an option to selectively disable frame fresh for widgets.

doesn't sound unreasonable, and it would be easy to implement and just be an extra check box in the frame option.

@grobie @matthiasr thoughts?
