I have noted for the last few months that, as the sole administrator/moderator for my site, that I am now notified of one extra /phantom user sign-up whenever anyone at all signs up (so there are never less than two apparent sign ups at a time, if there are any at all). As soon as the actual number of signups are approved, the final remaining notification then just links to a screen showing 'no items to review'. I also get phantom sign ups, where I am notified of a single signup but the queue is empty.
This has been reported and discussed on the Discourse.meta forum here , with the suggestion that the problem may be caused by this plugin, (possibly triggered by a recent discourse software update). Unfortunately not something I can easily test on my live forum, as the plug-in needs to remain active for any actual sign ups (which can occur at any time), due to mandatory multi select fields.
