Toolbar `view` action does not take `plone.types_use_view_action_in_listings` into account

**reproduce:**

- click on the `Image` in [this listing](https://classic.demo.plone.org/en/demo/folder_listing)
- click `View` in the toolbar

**expectation**

I see the view template of the Image

**reality**

the original Image shows up without toolbar (if on a File it gets downloaded)
