Item State menu has title "State" but only allows for choosing actions

BUG/PROBLEM REPORT (OR OTHER COMMON ISSUE)

What I did:

I selected the "State" menu on the left bar of Classic UI.

What I expect to happen:

The menu should show a list of states, as the title is "State"

What actually happened:

The menu actually shows actions.

What version of Plone/ Addons I am using:

Plone 6.2.0rc1 (6201)
CMF 3.8

This might be a wording/language/space problem: state is a short version for "Workflow state". If a user has a bit of insight about workflows it might know that a content object is on a given workflow state ("private" in your example) and you can move content from state to state via transitions, which are what's listed on the submenu.

the "State" on the menu should be "Transitions" or "Workflow transitions". The label should be changed here: https://github.com/plone/plone.app.contentmenu/blob/51aaa6b20969c71aaec44298aae0168d9e916918/src/plone/app/contentmenu/menu.py#L738
