[Bug]: application_logging permission required or user receives error modal

Expected behavior

A user with "datahub config" can access configs with no errors.

Actual behavior

Without application_logging permission, user sees:

Steps to reproduce

Provision user with "datahub config" but not "application_logging". Have them access a config.

I fear that won't be possible that easy, as that are two different bundles. We need to check...

I'm not suggesting users without the permission should be able to see the log. I'm just saying those users should not get an error dialog.
