Investigate github issue templates instead of having our own

It is possible to build in issue templates to the github repo itself, such that when you click "new issue", your are given a choice of what type of issue you want to create. I think it would be awesome in this repo if we added "RC" and "Dev" specific templates directly to the repo.

Benefits of this strategy:

• wouldn't need to copy paste the template from an MD file
• Would automatically assign @ariel-phet
• would automatically add some of the labels specific to the needs of that issue template

This could be useful. I'd have to explore a bit, but it looks promising. Might be good for a dev meeting. If it does come up there let me know and I'll join in.

I also feel like it is the type of thing that is self explanatory, and if you want to go ahead and implement, devs will catch up pretty quickly and we can do more of a PSA at dev meeting, as opposed to asking them. Whatever you most want.

@KatieWoe Amanda and I played with templates a bit the other day. It seems pretty straightforward, and since we already have the markdown files created for dev and rc tests, I think it would be fairly easy to make these into templates in the QA repo. It is not a huge savings, but would streamline things a bit and might be a nice part of workflow.
