Upon devtool upgrade new devoptions file gets created and old configuration gets save in backup file. #540

Issue body actions
- Upgrade devtool.
- Navigate to Install_Dir\devtools.
- Observe that DevOptions.cmd.bak is showing with the customized values saved before upgrade and a new DevOptions batch file is showing with the default values.
