Quest lock doesnt lock with a controller

Steps to reproduce

Provide exact steps to reproduce the behavior:

1. Use a controller
2. Lock a game
3. Refresh until you get a locked quest
4. Try refreshing again

Expected behavior

Nothing happens

Actual behavior

Quest refreshed
