Allow overriding the internal payload-migrations collection config

payload-migrations is an internal collection, but unlike payload-jobs, its collection config cannot be customized.

An opt-in override would let projects adjust admin visibility, grouping, columns, labels, and access rules for operational use cases, while keeping the default behavior unchanged.
