Update Paramify API browser to v0.5.1

- Update endpoint list for Paramify API version 0.5.1 (add /issues/oscal and /validators endpoints).

- Add API Version display and link to Paramify API docs.

- Improve request handling: URL-encode templated IDs and gracefully render non-JSON 200 responses instead of erroring.
