Create GUI option for notifying user when battery gets to a certain percent

There are already some scripts that run that people have uploaded to notify the user when the battery gets to a certain point. I would like to see that in linux mint by default and with the end user being able to modify the text of the message along with the icon and at which percent the user wants the notification to happen be in the power management settings. This is for cinnamon desktop and for other desktops as well (if it's possible)

This is already a feature, in Cinnamon at least. Warning at 10%, another at 4%. There are also other discussions about this already. You can modify the values using dconf-editor, currently, but I see no reason to allow customizing the text or icon.
