It depends on Debian and Ubuntu (Mint uses the default kernels); however, firstly, they must be included in the upstream to be considered (it’s rare for them to include external patches), and furthermore, it’s not certain that they’ll backport them (especially Debian) to earlier versions, as these changes affect sensitive parts.

okay then what about cinnamon

To get the userspace part working properly, it seems first need this implementation in systemd:
systemd/systemd#37079
Is still a draft and with no recent activity.

I think for now it will remain an experimental feature for those who want to test it, or for certain distributions that also apply external optimizations and are still under development, not Debian or its derivatives (including Mint).

As for the final part in the cinnamon compositor (muffin), I assume it won't be considered for now, unless a contributor wants to start working on a PR draft for it
