Migrate the build of Kotlin code from Maven to Gradle.
- Ensure that there's full feature parity between the builds.
- Dependency versions need to stay exactly the same
- Gitlab build scripts need to updated
- GraalVM builds need to still work (these might be currently broken BTW -- do this last)
