This is a new error that has recently appeared from CCRS. We first observed this on upload 01JX5TM3HZ180AVKWAYFF33HXF which had three clones. We uploaded at 2025-06-07T11:32:48-07:00 and the reply came in 2025-06-12T10:52:01-07:00.
Sometime between June 7th and June 12th the system was changed to enforce this rule.
CCRS reports this error for materials that have been previously accepted with a TotalCost of zero.
This appears to be a new, breaking change, in the platform that was deployed without notice.
An announcement was received by the LCB at 2025-06-12T16:11:26-07:00 which is after the system was changed.
Additionally, due to the lags of CCRS; it will take days for the uplaods from the 7th through the 12th to process under the new rules.
There are a number of very legitimate business cases for reporting a TotalCost of zero.
Including when receiveing zero-cost materials for toll-processing and for converted materials.
