Generate api-ref in text format

Once os-api-ref project will support building api-ref in the text format, this can be changed here to build it in plain text directly.

@slawqo the commit for os-api-ref is merged. Do you plan to take a look at this? But no pressure:). I'm just trying to figure out whether somebody will take a look at this in the near future.

@lpiwowar yes, I will try to work on this but I think we first need to have https://review.opendev.org/c/openstack/os-api-ref/+/951410 released, and even we will need to do it conditionally only for new branches, as this patch won't be available in stable releases.

Ack, makes sense. Thanks for explaining! Let's wait for the release then. I know that it would not be available for the stable release, but from my point of view, I think we should be ok if we use the latest release.

I did not check the output of the html2text. This might not even be that important if the output of html2text is the same as the one of the sphinx-build.

Output is the same or very similar. I just thought that it will be nicer to have it done without additional tools like html2text :)
