Update mcs-baseline to include getLatest fix for pointmarkers upon connecting to a datasource

In Botts: osh-viewer master branch, Bill updated SweApi.realtime.context.js so that an initial observation is added automatically when streaming data:

This update needs to be more thoroughly tested and the intended functionality included in osh-js mcs-baseline. This is essential in order to move forward with merging the mcs branch with dev, and eventually master.
