Fleet Management Architecture Rewrite

The Fleet management repository, and specifically the Teltonika integration, needs to be rewritten, to be made less complicated, more pluggable for new protocols and manufacturers, and more robust.

Specifically:

• a pluggable architecture for parsing and describing a parameter that comes in from a protocol
• a modular method for managing device state
• allow for parsing parameters even when there is no description of the parameter itself
• design the architecture around ease of integration of new trackers
