Update the existing Platform Service development documentation to help contributors create Cluster Providers based on the cluster-provider-template.

Use the existing Service Provider and Platform Service development guides as a reference.

Acceptance Criteria

• Cluster Provider development doc has been updated to explain how to create a new Cluster Provider based on the cluster-provider-template.
