Unique subject identifiers

Once the Common Requirements doc has been pulled into the OIDF Repo, I need to fix the language around the subject identifiers following the discussion on July 22, 2025 during the IPSIE WG meeting.

Specifically, I need to update the language to include:

• Use issuer + subject to create a unique identifier for single-tenant RPs.
• Use issuer + subject + tenant claim from enteprise extensions for multi-tenant OPs
• A mechanism for multi-tenant RPs to create unique subject identifiers on a per-tenant basis.

From the discussion on August 12, 2025, this does not address brownfield implementations.

Dean to sync with Karl McGuinness to align language/ideas around this work and enterprise extensions.
