Fix broken reference for dynamic discovery

Issue raised by the European Commission conformance team.

Currently, section 10.2 obtaining wallet's metadata has a reference to section 10 which is 1) a circular dependency, and 2) not a useful reference because it does not further define details on dynamic discovery:

Verifier obtains the Wallet's metadata dynamically, e.g., using [RFC8414] or out-of-band mechanisms. See Section 10 for the details.

I suggest to remove the reference like this:

Verifier obtains the Wallet's metadata dynamically, e.g., using [RFC8414] or out-of-band mechanisms.

@jogu @c2bo @paulbastian would you agree to remove that reference? If so, can we label this as ready for PR and put the 1.1 label on it?
