Containerisation

As a developer (and admin) I wish to be easily able to deploy the environment and software required to run the CDMS database. I wish to be able to do this in a container for reproducibility and portability.

• Dockerfile to build required container.
• Live demonstration, logging in to container and access to the database (TimescaleDB).

Note that the opencdms repository (which contains the full stack) should also be able to deploy a specific version of the data layer as part of completing this issue.
