dnf: always fail check repo sign

Describe the bug

If we set repo_gpgcheck=1 in a repo setting, it always fails with

repomd.xml GPG signature verification error: Bad GPG signature

Steps to reproduce

1. enable repo_gpgcheck=1 in a repo
2. dnf update --refresh

Expected behaviour

It should ask us to import keys.
