Bundle usages for OPA server

2 questions please

1. is there an order bundles can be picked up? Didn't find anything in the docs, maybe I am missing it.
   To be more exact: I am starting the OPA server and pulling bundles (let's say A, B and C). A depends on C and B depends on C, I need to make sure C is loaded and active first, is this possible somehow?
2. Can you verify a bundle before uploading it to the server? To make sure you don't crash the server by accident?
