Implement Feature Request and Bug Reporting templates

The open-horizon/open-horizon.github.io repository has implemented issue templates. Please implement the same thing here, but confirm the fields with @t-fine to ensure that they're relevant to this GitHub project. It may require additions, elitions, and/or modifications.

• Feature Request template
• and configuration update to add these to the new issue button

You may also want to consider adding a Documentation Update template and possibly a PR template.

Thanks @t-fine ! For the issue however, it says to ask you about the templates; if they need updating and what not. Are the files above good to add? Or do they need some changes?

@t-fine Issue files seem to be working well on my fork! Before doing a PR, I took a look at the doc update and PR template. The PR one looks good, however, I feel the documentation template is a bit weird for suggesting new documentation. For example, the first question of "What is the current documentation state?" ask for a copy and paste of current documentation, but what would someone put if they wanted to state there is no documentation for some part? If this template is to be used to suggest new documentation, maybe it would benefit changing the wording a bit?
