Broken link to ruby/date#459 in 3.4.8-1 and 3.2.10-1's release notes

Hi,

The release notes for RubyInstaller-3.4.8-1 - 2025-12-18 and RubyInstaller-3.2.10-1 - 2026-01-16 contain the following item:

Use msys2 headless installer in ridk install 1 and install into ruby's base directory. ruby/date#459

However, ruby/date#459 doesn't appear to exist (it leads to a 404 error page). I believe it was actually meant to link to #459.

Maybe there'd be value in fixing the links to it in the aforementioned release notes?
