Define a consistent practice for identifier syntax

ODM Defined terms and quality names should use a consistent syntactic construction.

There are currently names in CamelCase, alllowercase, kebab-case, etc. and there should be a consistent practice. The practice may be different for SDF defined terms vs. quality names.
