Miscellaneous optimization points for schema service and location refresh

Description

This issue tracks a collection of minor optimization points identified in the codebase.

Proposed Optimizations

1. Schema Service Hash Table (version_his_map_):
   • Reduce the bucket size.
   • Optimize field memory usage.
2. Location Refresh Mechanism:
   • Optimize related threads and queues.

• Changed the bucket_num for version_his_map from 64K to 16K.
• Modified the bucket count for several tenant_id-keyed maps—specifically mem_mgr_for_liboblog_map_, mem_mgr_map_, mem_mgr_for_liboblog_map_, and refresh_full_schema_map_—to a single-digit number.
