New Azure DevOps Migration Platform in the works

I've been working on a new Azure DevOps Migration Platform tool that has much more flexibility and stability... and uses the REST API to get things done.

As yet I'm not sure how this will be released, but it's likely to be a whole new thing.

Working Features — Azure DevOps Migration Platform

Core Architecture

• Export → Files → Import pipeline (not a live migration tool — the package is the source of truth)
• Portable, auditable, zip-friendly packages on disk () or Azure Blob Storage (https://*.blob.core.windows.net/...)
• Streaming, memory-safe processing — never loads all revisions into memory
• Cursor-based checkpointing and resume — jobs can be interrupted and restarted from where they left off
• Deterministic, reproducible runs — same input always produces the same package
• Concurrent write protection via lease-based protocol

Sources

• Azure DevOps Services — native REST API, PAT/service-principal auth, date-windowed WIQL queries
• Team Foundation Server — .NET 4.8 subprocess bridge (tfsmigration.exe), Windows-integrated or PAT auth

Targets

• Azure DevOps Services — streaming chronological replay via REST API

⚠️ TFS Import Agent is not yet implemented (export from TFS → import into Azure DevOps is supported; import into TFS is not).

Export — Work Items (Azure DevOps Services & TFS)

• Revisions — full chronological history, all fields per revision
• Attachments — binary streaming via IAttachmentBinarySource; stored beside revision
• Comments (discussion threads) — per revision
• Links — related work items, hyperlinks
• Embedded images — downloaded from field HTML and stored in the package

Import — Work Items (→ Azure DevOps Services)

• Streaming revision replay — memory-safe, ordered chronologically
• Field resolution strategies — map source fields to target
• Hyperlink rewriting — rewrites embedded image URLs to target
• Comments import
• Links import
• Attachments import
• Identity mapping and resolution — maps source user identities to target
• Work item ID mapping — tracks source→target ID for cross-reference resolution
• Resume with --force-fresh to restart enumeration (preserving identity map)

Inventory & Discovery

• discovery inventory — counts work items and revisions per project, writes discovery-summary.csv
• discovery dependencies — analyses work item link dependencies across projects
• Git repository discovery — counts repos per project

CLI Commands

• prepare — end-to-end probe job (validates config, connectivity, and permissions)
• queue — submit export, import, or both-mode migration job, with --follow log streaming and --level filtering

• OpenTelemetry — structured logs, metrics, and traces; optional cloud export
• Tiered log levels — configurable per-agent diagnostic verbosity
• Package-local diagnostics — logs written to Logs/agent.jsonl inside the package
• Progress events streamed live to CLI and TUI
• Pre-import and post-import validation (counts, links, attachment checks)
• Configuration validation (structural + connectivity, before job submission)
• Azure Blob Storage as an alternative artefact store (for cloud topologies)
