TF401289: The current user does not have permissions to create tags.

I'm trying to perform a migration. The migration stops with TF401289: The current user does not have permissions to create tags.

That doesn't make much sense to me, as the user not only has highest privileges.

I'm running version 16.3.3

I did some testing. It seems that the user really doesn't have permission to create tags, so probably not a devopsmigration.io error. However - it should have?

Okay, I figured out the issue: for whatever reason, the migration user was only "Stakeholder" in the target org. Why it would fail only on tag creation still puzzles me though.
