Problem: Every update PR sends two notifications
I noticed this in NixOS/nixpkgs#524791, which sent two notifications, once for the ping in the PR description, and a couple minutes later the automated maintainer review requests.
Unless there's some exceptional reason, the bot shouldn't ping the same people that would also be requested for review automatically.
In particular for teams using first-class team review requests, like the security-review team, the benefits of a less noisy notification algorithm also completely disappear.
