Moderators do not have num voters of anonymous poll

Due to the fact that we don't have a trigger a system message to update poll data (someone voted) when poll is anonymous, moderators are not able to see the number of voters until they reload.

To clarify - is it chat-relay specific, or we don't generate a system message in general with normal polling as well?
