Branch protection cannot be stored directly as a configuration file in GitHub repos, but a ruleset can be drop in the repo as an example setup.

Having an example baseline ruleset and some instructions for applying the policies should suffice for now but in the future it may work exploring automating the deployment of the rulset with Terraform
