Handling of the detailed CheckList of Belgium is not fully supported at the moment

There's still the need for some workarounds to get to the detailed CheckList of Belgium

It is possible, but not straightforward to make the calculation.

It is mainly the function that loads the CheckList that needs to be generalized further to allow full support of this detailed checklist

the main complication is the regionalization in Belgium that makes it more complex (filtering on 'dwc:locality')
