A lot of fairly sophisticated point pattern analyses have been developed since the somewhat cruder ones in PASSaGE. It's probably not worth the effort to recreate those older analyses given the much better options now available. Whether those newer ones are available in Python already and/or would be easy to implement is unclear without some research.
