Implement support for Backpack Connect #157

Looks like v1.0 of the OpenBadges backpack is hitting the interwebs, and it now offers an Backpack Connect API that allows server-to-server award pushes.
This would be very, very handy to support so that badge earners don't have to manually push every award into the backpack.
