Merge parallel-IO

I think the only wrinkle is the MOM5 version is forked before the automake stuff was added so, probably need to be selective about which commits we suck out. Might chat about it next week at TWG if you're available.

If you want to make a PR that'd be swell. There is CI on the FMS repo so it should do the build for you.
