Build layer not work at ap-southeast-1 region

My team build our own layer python-3-8-scikit-learn-0-23-1 for region ap-southeast-1 with arn : "arn:aws:lambda:ap-southeast-1:967561843261:layer:python-3-8-scikit-learn-0-23-1" , but It doesn' work. Could you check this arn ?
If possible, could you send layer build file, then I can upload it to region ap-southeast-1 by my own ?
