Creating a README with a basic TODO setup of how to build the code, what to install, and how to run code against the robot

It's important to have a README so that a new contributor (me for example) has an idea of what tools to install, what CLI to run to setup/build, and how to build the code against the robot (I still don't know how to do this lol).

There should be links to what tools to install, and a step by step guide to running the code and how it runs on the robot.
