Error installing using composer

Although I'm not sure why the require-dev libraries would be a limiting factor when using the library as dependency (I'm never gonna run the package tests in my app), the library is basically not usable right now because you can't install it with a current version of PHPUnit (v8 is currently not even maintained anymore I think):

This project is almost unusable at the moment with these dev dependencies locked to very specific old versions. Probably can do it by checking out locally and installing from there. Unfortunately composer does care about dev dependencies even if you don't install them - see this sentence from the error message.

Running update with --no-dev does not mean require-dev is ignored, it just means the packages will not be installed. If dev requirements are blocking the update you have to resolve those problems.
