Use cookies to remember user preferences

It would be helpful to set cookies to restore user state when they return to the page. This should be an optional feature that allows the user to opt-out. The first time we attempt to save a cookie we can show a toast that has some kind of countdown that presents them with an option to accept or decline.

Things we could track:

• dark/light mode preference
• shown/hidden columns
• selected sorts
• filter states
• column position
