Support dynamic parameters from NetCDF files in relevant tests

Currently "relevant tests":

• Climate range check. I recall someone in WP5 (PiM?) mentioning some NetCDF files on lustre contain these. We need to find out where these files are, and parse them into an appropriate efficiently indexable data structure that we share between requests.
