Admin can access and support any Hub dashboard

Replaces old issue #1007.

Problem

Admins need a way to support hub users without logging in as a hub owner manually. This includes viewing hub dashboard areas such as events, partner gallery, community pages, training, and group messages for a selected hub.

Required behavior

• Admin can choose a Hub from the admin area.
• Admin can open that Hub dashboard/context using admin authorization.
• The UI clearly indicates the admin is viewing a Hub context.
• Admin access must not expose or require the hub account password.

Acceptance criteria

• Admin can navigate to a selected Hub context from Hub Data or another admin page.
• Hub-specific routes load with the selected hub data.
• Admin can create or manage hub events if that is allowed for hub users.
• Access checks distinguish admin support access from normal hub-owner access.
• Actions taken by admin are auditable where practical.
