Add notes back to the hubspot publish step.
Context
#665 was completed to publish data to hubspot but previously when it was a manual upload we were adding a note with a few attributes so it was easily accessible and shown at the top of the hubspot page. I wasnt able to figure out how to do a multi object upload with the API though. Also the publish step is now happening daily vs manually done weekly so too many notes would be added.
Explore adding a new publish step that just adds the notes and only schedule it for once a week so its not too noisey.
