Add ability to broadcast server messages

Using Minecraft's title command, information like a server shutdown can be shown automatically to players.

• Add a way to configure color and duration in the per-server configuration
• Show message when shutting down or restarting the server that can be used in Add a shutdown command #15
• Add command that to broadcast a particular message to the players, cobble broadcast <server name> --title="Welcome" --subtitle"to my new server"
