migrate: migrate existing landing page to new tech stack

Describe your issue

As part of the migration initiative, the first step is to migrate the landing page first to Next.js.
Any interactive elements with backend will be static as of now, and will be made dynamic as backend migration proceeds

Expected behavior

Same design as current website. Only techstack changes. New changes in new root folder 'website:4.0`.
