Import Sage governance + DUO model

A model for governance metadata (intended to support automated access control management systems): https://github.com/mc2-center/governanceDUO/tree/ar-dictionary-schema

At minimum, I think it would make sense to adopt the DUO-related attributes and controlled vocab from the model. These represent a standardized way to denote relevant use/access conditions and document critical details that support FAIR sharing

25-5 Close: Doing this with ongoing curator developments. However, unclear at this point whether json schemas will be used to apply DUO annotations and how this will relate to access requirements. Ongoing discussions to determine whether a certain annotation will determine a certain ARs.

For MC2, still focus on integration of DUO, independent of PCO discussions. Will be implemented with #250
